If you declare with your mouth, "Jesus is Lord," and believe in your heart that God raised him from the dead, you will be saved. Romans 10:9. Paul is speaking here to the local assembly of the body of Christ or "church" at Rome. The people who make up this local assembly and are hearing these words are already saved believers who obeyed the Gospel and are IN Christ.

In fact, 1 Corinthians 12:3 tells us that without the very Spirit of God in you...it is IMPOSSIBLE to say Jesus is LORD!
How do we know if we have the Spirit of God in us? Acts 10:46-47 For they heard them speaking in tongues and praising God. Acts 2:4 All of them were filled with the Holy Spirit and began to speak in other tongues as the Spirit enabled them.
